Celestine is without a doubt one of the strongest individuals in the Imperium, rivaled probably only by the legendary Space Marines (Dante, Grimnar, Calgar), and Custodes (Primarch's would be well above her though) Kharn has gotten a lot of boons from khorne, as he's one of Khorne's favored servants.
